Usage reports and Billing updates

1. Usage reports now contains tenant level split on usage
2. Usage reports shows new row with printer count which is the max number of printers for a given period of time
3. While creating managed service provider a new counter for printer is introduced

1. Basic print API fixes include fixing attributes such as topcoat and input hopper
